I misread a result from Wolfram Alpha -- the actual area is close to what is given in the story: 3,628,150 square miles. The protagonist, Richard Marquer, reads that the country is 90% uninhabited and is indignant about all that "unused" land. It's still a morally bankrupt position, and shows no concern for ecology whatsoever. But the condition of the country is not as bad as I calculated at first.
